The State Council has issued a comprehensive work plan for energy conservation and emission reduction during the 14th Five-Year Plan period, gov.cn reported on January 24.The plan lays out ten major projects and calls for improving policy mechanisms in eight aspects.The plan calls for strengthening the link between energy consumption control policies and carbon peak and carbon neutral targets.We will speed up the development of green bonds and support eligible energy conservation and emission reduction enterprises in listing and refinancing.Strengthen the synergy between electricity price policy and energy conservation and emission reduction policy;We will deepen trials for paid use and trading of energy use rights.According to the plan, by 2025, China’s energy consumption per unit of GDP will drop by 13.5 percent from the 2020 level, total energy consumption will be under reasonable control, and total chemical oxygen demand, ammonia nitrogen, nitrogen oxide and volatile organic matter emissions will drop by 8 percent, 8 percent, 10 percent and 10 percent, respectively, from the 2020 level.Policies and mechanisms for conserving energy and reducing emissions were improved, energy efficiency in key industries and control of the discharge of major pollutants basically reached advanced international levels, and notable progress was made in the green transformation of economic and social development.Ten key projects have been deployed in the Plan.Including green upgrade project, key industries park, urban green energy conservation and environmental protection promotion project energy saving reconstruction project, transport logistics engineering, agriculture and rural areas, energy saving and emission reduction efficiency energy-saving emission reduction projects, public institutions, key area pollutant emission reduction engineering, coal cleaning comprehensive utilization project, volatile organic compounds, environmental infrastructure level upgrade project,And made clear the specific target task.The plan improves policy mechanisms in eight aspects.First, we will optimize and improve the dual control degree of energy consumption.Second, we will improve the system for controlling the total amount of pollutants discharged.Third, we will resolutely curb the blind development of projects that are energy intensive and have high emissions.Fourth, we will improve regulations and standards.Fifth, we will improve our economic policies.Sixth, we will improve market mechanisms.Seventh, we will strengthen capacity building for statistical monitoring.Eighth, we will strengthen the ranks of professionals in energy conservation and emission reduction.In terms of optimizing and improving the dual control degree of energy consumption, the Plan proposes to give priority to energy conservation, strengthen the management of binding targets for reducing energy intensity, effectively enhance the flexibility of total energy consumption management, and strengthen the connection between the dual control policy of energy consumption and the goal of carbon peak and carbon neutrality.Taking energy output rate as an important basis and taking development stage and other factors into consideration, the targets for reducing energy intensity in each region should be reasonably determined.The state implements dual-objective management of basic targets and incentive targets for the reduction of energy intensity in all provinces (autonomous regions and municipalities directly under the Central Government) during the 14th Five-Year Plan period.We will improve the method for setting total energy consumption targets, and all provinces (autonomous regions and municipalities directly under the Central Government) will set annual total energy consumption targets based on regional GDP growth targets and the basic targets for reducing energy intensity. Regions whose economic growth exceeds the target may adjust their total energy consumption targets accordingly.The total energy consumption of the regions whose energy intensity reduction reaches the incentive target set by the state will be exempted from the current double-controlled energy consumption assessment.The newly added renewable energy power consumption of each region during the 14th Five-Year Plan period will not be included in the total energy consumption assessment of each region.Raw material energy consumption is not included in the national and local energy consumption double control assessment.We will implement a separate energy consumption list for major national projects in an orderly manner, and support the construction of major national projects.In terms of improving economic policies, the Plan specifies that governments at all levels should increase support for energy conservation and emission reduction, make overall arrangements for relevant special funds to support the construction of key energy conservation and emission reduction projects, and study to give rewards to regions that exceed the level of responsibility assessment of energy conservation targets.We will gradually standardize and cancel inefficient fossil energy subsidies.We will expand the scope of the central government’s policy support for clean winter heating in northern China.We will establish a mechanism for local governments at all levels to share the operating and maintenance costs of rural domestic sewage treatment facilities.We will expand the coverage of green government procurement.We will improve the green financial system, vigorously develop green credit, support energy conservation and emissions reduction in key industries, make good use of carbon emission reduction support tools and special reloans to support clean and efficient use of coal, and strengthen management of environmental and social risks.We will encourage regions where conditions permit to explore the establishment of supporting policies for green loans, such as financial discount, awards and subsidies, risk compensation, and credit guarantees.We will speed up the development of green bonds and support eligible energy conservation and emission reduction enterprises in listing for financing and refinancing.We will actively encourage enterprises in areas with high environmental risk to take out environmental pollution liability insurance.We will implement preferential tax policies for environmental protection, energy and water conservation, and comprehensive use of resources.We will strengthen the synergy between electricity price policies and energy conservation and emission reduction policies, continue to improve the green electricity price mechanism such as tiered electricity price in energy-intensive industries, expand the scope of implementation and intensify implementation, and implement the policy of increasing the price of electricity for backward enterprises that consume high levels of energy, consume high levels of energy, and consume high levels of energy.The plan calls for deepening pilot projects for paid use and trading of energy use rights, strengthening overall coordination between energy use rights trading and carbon emission rights trading, and promoting the flow and concentration of energy factors to high-quality projects, enterprises, industries and areas with favorable economic development conditions.We will foster and develop emission trading markets, and encourage areas where conditions permit it to expand the scope of trials.Promote green electricity certificate trading.We will comprehensively promote power demand side management.
